Strategy Executive Chairman Michael Saylor, in an essay published Saturday, proposed a "digital bill of rights"—a framework of five freedoms for individuals and companies handling digital assets.

Five rights: create, issue, hold, transfer, use

Saylor outlined fundamental freedoms: to create new digital assets; to issue them to the market for business funding and productivity; to hold them—either personally or with a chosen custodian; to transfer them—between individuals, companies, wallets, and providers; and to use them—to spend, invest, earn income, and borrow against digital assets. He emphasized that the value of an asset is defined by what the owner can do with it: restricting utility limits economic potential.

Goal: help 10 million companies raise capital

According to Saylor, the era of digital assets and AI can increase productivity, but realizing this potential requires "better money" and efficient capital markets. He stated the ambition is to enable 10 million new companies to access funding.
