On August 31, the European Commission officially designated ChatGPT as VLOSE under the Digital Services Act (DSA). This move hits OpenAI with extra requirements: by January 2027, the company has to assess and mitigate systemic risks tied to its service.

That same day, regulators also put Reddit and Roblox in the VLOP category. Both VLOSE and VLOP apply to platforms with huge user bases in the EU.

What VLOSE Status Means Under the DSA

VLOP and VLOSE labels go to online services that average at least 45 million monthly users in the European Union. For ChatGPT, this comes with a mandate to review and reduce systemic risks by January 2027.

ChatGPT’s User Numbers in the EU

According to OpenAI, from October 2025 to March 31, 2026, ChatGPT’s search features averaged about 159.1 million monthly users in the EU—over three times the 45 million threshold.
