The Bank of Russia has dropped a new set of crypto market policies in its “Main Directions of Monetary Policy for 2027–2029”. The plan covers legal access for Russian citizens to invest in crypto (with some limits), tighter rules for intermediaries, a dedicated approach to crypto taxation, new stablecoin regs, and using digital currencies for foreign trade. There’s also a focus on expanding the digital financial assets (CFA) market.

Retail Crypto Investing and New Rules for Intermediaries

The central bank says Russians—including retail investors—will be able to legally invest in crypto, but there will be restrictions in place. For companies offering crypto services without the proper license, starting July 1, 2027, the plan is to bring in liability, including possible criminal charges.

Crypto Taxes, Stablecoins, and Cross-Border Payments

The government wants to set up a separate tax regime for crypto transactions. Regulators are also looking at a standalone framework for stablecoins, especially for international settlements. Another big piece: expanding the use of crypto in cross-border trade, both through regulated Russian intermediaries and directly—covering all types of wallets and digital currencies.

CFA and Digital Rights

The Bank of Russia is pushing ahead with building out the market for digital financial assets and digital rights. The roadmap includes letting these instruments launch directly on public blockchains and trade on organized markets—aiming to beef up infrastructure and bring digital tools into the real economy.
